Mechanus, the ultimate plane of law is one of the outer planes. It is home to the Modrons, Formians and a practically infinite number of other creatures, demi-deities, planeswalkers and usurpers.
The plane itself is a vast cogwork of gears and shafts in three dimensions with gravity pointing "down" relative to any surface on a gear or shaft. Thus, cities often spill ovrer one side of a gear, along its teeth and onto the other side.
