Prestige of Legacy

Prestige of Legacy is a meta-prestige class (PrC), designed to allow items from the Weapons of Legacy book to be used in conjunction without using the "Personal Costs" and class-levels tradeoffs from the book.

Background
On the D&D items boards, I've seen a lot of talk about how an actual prestige class, specific to each weapon or item, would have been more appreciated than the way "Weapons of Legacy" handled progression (for those who had trouble figuring it out, like I did, you need the "Least Ritual" to get the "Least Legacy Feat" which gives you access to levels 5-10 of the abilites, and then "Lesser" which goes from 11-16, and "Greater" goes from 17+). Still, I find myself thinking that that's pretty much what Wizards did, they just didn't write it up that way....
So, this is my attempt to introduce a mechanic for converting any Legacy item into a prestige class.
Requirements
- Must possess the item of Legacy.
- All of the item's basic requirements are added to the prestige class.
- Each class has 5 levels and has a required character level for each level of the prestige class, rather than just for first level.
- The 1st and 2nd levels require a character level of 4th (so 5th level would be your first level of the prestige class)
- 3rd and 4th have a requirement of 10th character level
- 5th level requires a character of 16th level.
- At 1st level the PrC requires the character to perform the item's Least Ritual, but the gold cost is cut in half.
- To attain 3rd level, you must perform the item's Lesser Ritual.
- To attain the 5th PrC level, you must perform the Greater Ritual.
No feats result from the rituals, only access to the prestige class levels.
Costs
The "Personal Costs" all go away (you're using experience instead).
HD, skills, attack and saves
The statistics for the PrC are based on the first rule that matches below:
- If there is an obvious prefered class for the item, use the same progression as for that class.
- If there is an obvious prefered race for the item, use that races's favored class.
- If there is a divine magic requirement, use the progression of Cleric.
- If there is an arcane magic requirement, use the progression of Wizard.
- If it is a weapon, use the progression of Fighter.
- Use the progression table of Cleric, but with a d6 HD by default.
Abilities
If the item's requirements include access to spells, then the PrC will grant +1 to caster level of the divine or arcane class which met that requirement. If the item's requirements are met by multiple classes that the character has, then the player may choose which class gets +1 caster level.
If the item's requirements include special class abilities of rogues, the item grants +1d6 to sneak attacks at levels 1, 3 and 5.
The items' abilities are granted at the following PrC levels:
- 1st: abilities listed for class levels 5th-7th
- 2nd: abilities listed for class levels 8th-10th
- 3rd: abilities listed for class levels 11th-13th
- 4th: abilities listed for class levels 14-16th
- 5th: abilities listed for class levels 17th-19th
If the item has a 20th level ability, consider adding a 6th level to the PrC with a requisite character level of 19 that gives access to that ability.
